For the short curls idea, Claire from Degrassi has the hair style I'm thinking of (not sure if any of you watch Degrassi but...) If only I could remember the Actress's real name....

You could, y'know, Google her.
Link to the character's Wiki page. It has a recent picture of the actress on it, the first one up top. Her hair looks a lot curlier on the show.
